Our Lead Consultant

RTD’s lead consultant, Roderick Hill, is a former Senior Contracting Official who held unlimited signature authority for the U.S. Department of Defense. In his last US Government assignment, he provided strategic leadership and executive oversight of the Contracting and Procurement missions for the U.S. Army Contracting Command which provided contracting and procurement support to military operations in Qatar, United Arabs Emirates (UAE), Jordan, Iraq, Kuwait, and Afghanistan. The U.S. Army Contracting Command accomplished these services through a staff of military officers, military non-commissioned officers, government civilians and contractors.

Appointed under the Federal Junior Fellowship Program (FJFP), Hill began his career in 1987, as a budget analyst (student trainee) with the Department of the Navy (DON), assigned to the Naval Submarine Base in Kings Bay, Georgia. Upon completing the FJFP and graduating from Valdosta State University with a Bachelor of Science degree in business education, he started his career with Norfolk Naval Base support office in Philadelphia, Pennsylvania where he served as contract specialist working contract actions at the Philadelphia Naval Shipyard. Prior to his transfer to RCC -Qatar, he served in several assignments, including US Army Corps of Engineers, Savannah and Winchester Districts; Chief of Contracting for the U.S. Army Corps of Engineers in support Operation Iraqi Freedom; Administrative Contracting Officer for the Holston Army Ammunition Plant, manufacturer of Research Department Explosives and High Melting Explosives for ammunition production and development; and Supervisory Contracting Officer for the U.S. Army Corps of Engineers’ Forward Engineer Support Team-Advanced (FEST-A), a mobile and rapid response team that deploys with US Army ground troops to solve technical engineering problems.

Hill’s most notable accomplishments came serving four (4) tours as the Chief of Contracting for the US Army Corps of Engineers in Support of Operation Iraqi Freedom. Hill was responsible for the contracting actions of a $3.5 Billion Iraq Reconstruction Program encompassing over 3,000 projects. He oversaw the contracting operations for the construction of electric grids, health care centers, schools, water and sewage treatment facilities, police stations, academies and border posts. During his tenure in Iraq, Hill received four (4) Superior Civilian Service awards/medals, Commanding General Coin for Excellence, Commander Coin for Excellence and Sergeant Major Coin for Excellence.

Hill’s final assignment began in March 2010 serving as the Deputy Director of Contracting and Civilian Deputy to the Commander for the US Army’s 408th Regional Contracting Center at Camp As Sayliyah located in Doha, Qatar. In this position, Hill oversaw a staff comprised of both military, government civilians and contractor workforce comprising of Contracting Officers, Contract Specialists, Contracting Officer Representatives, Quality Assurance Specialists, Property Specialist, Contract Attorneys, and a Military Contingency Contracting Team trained for rapid deployments. During his tenure, contracting budgets exceeded $300 million. Hill represented the US Army and US Air Force communities of over 20,000 individuals as the Senior Civilian during congressional and VIP visits toQatar.

He completed leadership training and education programs sponsored by the Defense Acquisition University. Hill is Level III certified under the Defense Acquisition Workforce Improvement Act (DAWIA), member of the Army Acquisition Corps (AAC), and member of the Fraternal Order of Eagles (FOE).

After faithfully serving the US Department of Defense for 25 years, Hill founded and started RTD Contracting Solutions, LLC which provides consultancy services to contractors and vendors wishing to conduct business with the US Government and Department of State.
